Short answer: foreigners can open an account at a Russian bank, usually in person at a branch with a passport and proof of legal stay. Each bank sets its own list of documents and can refuse without detailed explanation, so call or check the bank's site before you go.

1. Documents banks usually ask for

  • Passport, often with a notarised Russian translation.
  • Migration card and/or visa, residence permit or other proof of legal stay.
  • Migration registration at your address.
  • INN (taxpayer number) — not always required, but it speeds things up.
  • Russian phone number for SMS codes and the bank app — see the SIM and internet guide.

Requirements differ between banks and even between branches. Students and employees often get an account through their university or employer, which is the simplest route.

2. At the branch

  1. Choose a larger branch in a big city — staff there handle foreign clients more often.
  2. Ask for a debit card on the Mir payment system; it works across Russia and in Mir Pay / SBP payments.
  3. Expect identity checks and questions about the purpose of the account and source of funds.
  4. Install the bank's app if it is available in your store; some Russian bank apps are not listed in every country's App Store.

3. Why applications get refused

  • Missing translation, registration or proof of legal stay.
  • Short planned stay — tourists are refused more often than residents.
  • Internal compliance rules for certain citizenships.

If one bank refuses, another may accept the same documents.

4. Tourists on a short trip

For a short visit, an account is often not realistic. Cash, a prepaid tourist card where offered, or the options in our guide to paying in Russia are usually easier.
