    Do foreign bank cards work in Russia?

    Cards issued outside Russia do not work there.

    No. A Visa, Mastercard, Amex or debit card issued outside Russia will be declined at every till and cash machine in the country — this is the one claim on this list that is simply correct.

    Where the impression comes from

    March 2022, when both card networks suspended Russian operations. What gets garbled in retelling is the direction: cards issued in Russia stopped working abroad, and cards issued abroad stopped working in Russia. Both halves are still true.

    What this actually means for you

    Plan your money before you fly, not after you land. Bring euros or dollars in cash and change them at a bank branch in the city — airport rates are the worst in the country. Budget in cash for the whole trip and keep a reserve, because there is no card to fall back on.

    Contactless still works everywhere in Moscow — it just has to be a Russian card in a Russian phone wallet. Tourists staying longer than a couple of weeks usually open a local account: passport, a tax number, an hour in a branch.

    How locals pay, so you know what you are looking at

    Most everyday payments in Russia are now phone-to-phone bank transfers by number, not cards. A market stall will show you a QR code, a hairdresser will read out a phone number. This is the system a foreigner gains access to the moment they have a local account, and it is genuinely faster than anything in the EU.

    What is true in the claim

    All of it. This claim is accurate, and anyone telling you a workaround exists for a foreign-issued card is describing something that stopped working years ago.

    Does Revolut or Wise work in Russia?

    No. They ride on the same card networks and the same correspondent banking that is suspended, so the card is declined inside the country.

    Can a foreigner open a Russian bank account?

    Yes, with a passport, a migration card and a tax number (INN). Several large banks do it in a single branch visit, and it gives you a Mir card plus instant transfers.
