More than 414,000 international students from 182 countries studied at Russian universities in 2024/25. The difficult part is not finding a university; it is comparing the exact faculty, teaching language, recognition at home and the full cost around tuition.
This guide narrows the choice in three steps: your country → your field → your budget. Fees change every intake, so every amount below is an indicative starting point, not a quote. Confirm it on the linked official page before applying or paying.
Step 0. Check the funded routes first
The Russian Government Quota can cover tuition and a preparatory Russian year. It does not remove the need to budget for travel, insurance, food and accommodation. Application windows and country procedures change; use the official Education in Russia portal and our step-by-step Study guide.
Some universities also award places through international olympiads such as Open Doors. Apply through official portals or university admissions offices, not through an agent promising guaranteed admission.
Step 1. Start with your passport and future profession
Nationality can affect application handling, document legalisation and payment logistics. More importantly, regulated professions are governed at the other end: before choosing medicine, dentistry, law or teaching, ask the competent authority in the country where you plan to work whether it recognises the exact university, programme and teaching language.
- Medicine: check professional recognition before paying; English-taught programmes exist, but rules differ by home country.
- Russian-taught degrees: allow time and money for a preparatory year if needed.
- Payments: foreign Visa and Mastercard cards do not work in Russia; plan the transfer route before signing a contract.

Step 2. Choose the department, not only the name
A famous university can be excellent in one field and ordinary in another. Compare the curriculum, faculty, laboratories, internship routes and teaching language for the specific intake.
| Field | Good places to start comparing |
|---|---|
| Medicine & dentistry | Sechenov, Pavlov, RUDN, Kazan Federal, FEFU, NSU |
| IT & engineering | Bauman, ITMO, Tomsk Polytechnic, HSE, NSU, MSU |
| Economics & business | HSE, MSU, MGIMO, RUDN, SPbU |
| Natural sciences & maths | MSU, NSU, SPbU, Tomsk, Kazan |
| Russian language | Pushkin Institute, SPbU, MSU, RUDN |
Step 3. Filter 14 universities
Budget means under 300,000 ₽ per year, Mid means 300,000–600,000 ₽, and Premium means over 600,000 ₽. Mixed bands overlap two tiers. Dollar figures are rough conversions from source material.

- Verify the exact teaching language and whether a preparatory year is needed.
- Check degree recognition at home, especially for regulated professions.
- Read the contract, current fee schedule and payment deadline.
- Plan how to transfer roubles before signing.
- Ask in writing whether a dormitory place is guaranteed.
- Speak to current students from your country or programme.

Quick answers
Can I study in English? Yes, especially in medicine, IT, business and graduate programmes. Most bachelor’s degrees are still taught in Russian.
Is the quota completely free? It covers tuition and can include preparatory Russian. Travel, insurance and living costs remain your responsibility.
What is usually the lowest-cost route? A funded place at a regional university with subsidised accommodation, if the programme and recognition fit your plans.
