2027/28: no deadline assumed
The supplied research, dated 14 October 2026, did not confirm an official opening or deadline for 2027/28. We have not established a newer official announcement. Check the portal and the selection office in your country; do not use last season’s January deadline as this season’s deadline.
For context only: the 2026/27 cycle opened on 15 September 2025; published deadlines included 15 December 2025 for CIS countries, Abkhazia and South Ossetia, and 15 January 2026 for other countries, with some extensions. That cycle is closed. Selection and invitation dates in individual country announcements are not a universal calendar.

Who can apply
This is the Russian government quota for education of foreign citizens, not a general living-cost grant. The supplied 2026/27 rules list full-time bachelor’s, specialist, master’s, residency, postgraduate and other specified programmes. Confirm the exact 2027/28 level and eligibility with the official portal.
The supplied portal guidance imposes special conditions on applicants with Russian dual citizenship: permanent residence abroad and no Russian education documents. No general age limit is confirmed here. A preparatory Russian year may be included for candidates who need it; confirm your allocation and programme.

Prepare and submit, not just save
Use education-in-russia.com and the selection office named for your country. The supplied instructions allow up to six universities ranked by priority. Check programme language and recognition of the degree in the country where you intend to work before choosing.
The supplied application checklist includes a photo, passport scan, education document or current-study certificate, grades and the portal’s data-processing consent. For residency/postgraduate applications it also lists a motivation letter, abstract or research article. Follow the current portal checklist for your level.
A draft does not enter selection: submit it for review and check its status. Translation and legalisation requirements at the initial application stage are not confirmed here; ask the selection office and the university separately, since application and enrolment requirements can differ.

Tuition covered does not mean everything is free
The supplied official guidance describes tuition covered for the programme and a state academic stipend. A dormitory place is not free accommodation: the student pays the dorm fee, travel, food, medical insurance, visa and other personal costs. Confirm availability and charges with the university.
Do not budget on an unconfirmed 2027/28 stipend or a country’s unconfirmed quota total. Ask for the current university stipend rules and dorm tariff. Additional targeted grants are separate programmes, not benefits automatically included with every quota place.

Find your country’s selection office
For Brazil, use the official Russian House Brasília education page; for France, use Russian House Paris. Dates for Belgium, Switzerland, Angola, Mozambique, Cabo Verde, Guinea-Bissau, São Tomé and Príncipe, Cameroon, Senegal and Côte d’Ivoire are not confirmed here.
Use the official overseas-office directory. Where there is no Russian House, ask the Russian embassy which office manages selection. Ask four questions: is the cycle open, what is my country’s deadline, which documents need translation, and how do I confirm my application was submitted?

After selection: invitation and arrival
Selection is not itself a visa. Confirm university placement and the study invitation, then follow the embassy’s study-visa instructions. Before booking travel, ask the university about dorm check-in, registration and the documents to bring. Fingerprinting deadlines depend on status: confirm with your university or employer.
