SIM cards, internet and apps in Russia in 2026

The second wall foreigners hit: a phone that works but half the apps that do not. What connects on arrival, what needs a VPN, and which local apps replace the ones you use at home.

    Checked: 2026-09-25

A Russian SIM card is cheap, sold on arrival and needed for bank apps and SBP; a tourist eSIM bought before the flight lands you connected. Telegram, Google and GitHub work directly, WhatsApp works partially, and Instagram and Facebook need a VPN. Yandex Go replaces street taxis and has a cash option, so you can ride without a Russian card.

The short version · Checked 2026-09-25

    • Russian SIM: MTS, Beeline, Megafon or Tele2 — cheap, sold on arrival, needed for bank apps and SBP. 5G in the big cities.
    • Tourist eSIM: Buy and activate before flying so you land connected, then add a local SIM if you stay.
    • Blocked without a VPN: Instagram, Facebook and several Western news sites.
    • Works directly: Telegram, Google, GitHub; WhatsApp partially.
    • Taxis: Yandex Go, with a cash option — never hail a car on the street.

    Before you fly

    • Buy and activate a tourist eSIM before departure so you have data the moment you land.
    • Install what you will need while you still have your home connection: Yandex Go, Yandex Maps or 2GIS, a translation app, and your VPN of choice.
    • Download offline maps of the city you are landing in.

    Getting a Russian SIM card

    • Operators: MTS, Beeline, Megafon, Tele2. Stores are in every airport terminal, mall and metro station.
    • Bring your passport. Since 1 January 2025 a passport alone is no longer enough — see the biometrics checklist below.
    • A Russian number is not optional if you stay: bank apps, SBP and most delivery services verify by SMS.
    • Coverage is strong, and 5G is available in the big cities.

SIM cards and biometrics: the checklist (rules since 1 January 2025)

    • 1. Get a SNILS (personal insurance number) — required for the next steps.
    • 2. Create a verified Gosuslugi (state services) account.
    • 3. Register your biometrics in the Unified Biometric System (EBS) at a bank branch that offers it.
    • 4. Sign the contract in person at an operator's store. Online contracts for foreigners are not allowed.
    • 5. The contract records your phone's IMEI. Put the SIM into another phone and service stops until the new IMEI is added.
    • Limit: no more than 10 mobile numbers per foreigner, corporate numbers included. Diplomats are exempt.
    • Expect it to take more than one day. Until then, use Wi-Fi and calls on your home SIM.
    • Foreign SIMs in roaming: since October 2025, mobile data and SMS may be cut for the first 24 hours on a Russian network. Calls still work. The block can restart after changing network or region, or after 72 hours offline.

What works and what needs a VPN

    • Work directly: Telegram, Google services, GitHub and most global work tools.
    • WhatsApp works partially — messages generally arrive, calls are less reliable.
    • Blocked and need a VPN: Instagram, Facebook and several Western news sites.
    • Russian services are mature and often more useful locally: Yandex, VK, Ozon, Wildberries.

    The apps locals actually use

    • Yandex Go for taxis: it has a cash option, so a foreign visitor without a Russian card can still ride. Never hail a car on the street.
    • Yandex Maps or 2GIS for navigation, including metro exits and building entrances.
    • Ozon and Wildberries for anything you would order online at home.
    • In the Moscow metro, locals pay with MIR Pay, an SBP QR code or face payment.
