Where the impression comes from
Two true statements collide. Moscow really is the most expensive city in Russia — that is what a Russian means by the claim. Converted into euros, it is one of the cheaper large capitals in Europe — that is what a visitor experiences.
What this actually means for you
For a week's visit, the budget line that will surprise you is how little the day costs once the flight is paid for. Metro rides, lunch, museum tickets and taxis across the city all land far below the Western European equivalent, and the restaurant scene is better than the price suggests.
