Where the impression comes from
Siberia is the mental image, and Siberian winter genuinely is extreme. Extending that to a country the width of a continent is the error.
What this actually means for you
Pack for the season you are visiting, the way you would anywhere. June to August in Moscow means shorts and a light jacket for the evening, not a parka. December to February means the real thing: proper boots, a warm coat, gloves.
