Start with the right to practise, not the cheapest offer

If you want to study medicine in Russia and later work in India, admission and a degree are only part of the route. A Russian university’s status or an ‘English-medium’ label is not a guarantee that your particular programme meets India’s licensing requirements. This is a decision checklist for Indian applicants, not a ranking or an admissions service.

Before paying, ask the university for the exact qualification, campus, programme dates, teaching language, curriculum, clinical placements and internship arrangements in writing. Ask who can confirm your eligibility for registration in Russia after graduation. Keep those replies and the signed contract; an agent’s assurance is not the regulator’s decision.

What the NMC 2021 regulations actually require

The Foreign Medical Graduate Licentiate Regulations, 2021 took effect on 18 November 2021. They exclude people who had already obtained their foreign medical qualification or were already pursuing their education abroad before they came into force, as well as specifically notified exemptions. Do not apply one cohort’s rules to another without checking.

For students covered by these regulations, the foreign medical course must last at least 54 months, with English as the medium of instruction, and include the mandatory subjects in Schedule I. There must also be at least 12 months of internship at the same foreign medical institution. A course advertised as ‘six years’ does not, by its duration alone, prove that each of those requirements is fulfilled.

Schedule I requires the course, training and internship or clerkship to take place outside India in the same foreign medical institution throughout, without medical training or internship in India or a different country. It also says the foreign medical graduation course must be completed within ten years of joining. Transfers, offshore arrangements and interrupted training therefore need careful regulatory scrutiny, not assumptions.

English-medium does not answer every clinical-training question

Ask which language is used in lectures, assessments, clinical teaching and the internship, and obtain the programme curriculum. The English-medium requirement in the NMC regulations is explicit. This guide does not claim that a Russian-language preparatory year waives it, or that every programme advertised in English has an identical clinical pathway.

Separately ask how students communicate with patients and what Russian-language preparation the university provides. Patient communication and the programme’s formal medium of instruction are different questions. Learning Russian is practical preparation, not a substitute for proving the NMC requirements.

Local licensing and the Indian internship are separate steps

Regulation 4 requires registration with the relevant professional regulatory body, or other competent licensing body, in the country awarding the degree, at par with the licence available to that country’s citizens. Ask the university and competent Russian authority what examinations, language requirements and documents apply to you. We have not verified a programme-specific Russian licensing route here.

The same regulation also requires a supervised internship in India for at least twelve months after applying to the Commission, and passing NExT or such other mandated test or tests. The foreign internship and the Indian internship are separate conditions; do not treat one as an automatic replacement for the other. Permanent registration in India is not granted merely because you received a foreign degree.

FMGE or NExT: do not buy a promised exam timetable

The 2021 Gazette refers to NExT or other mandated tests. That wording does not tell you which examination will be operational when you graduate. This guide has not established that NExT has replaced FMGE for your cohort or confirmed a future NExT date. Check the NMC notices and NBEMS FMGE page for the applicable instructions, eligibility, bulletin and dates.

Do not rely on a recruiter’s claim that an exam has been abolished or that a future pass is guaranteed. Before applying abroad, check your admission eligibility, including the applicable NEET and eligibility-certificate rules, directly with NMC. We do not give unverified score cut-offs, validity periods or exam fees here.

Questions to send before signing

Ask: What is the exact programme and campus? Can you document the 54-month course and separate 12-month foreign internship? Is the medium English throughout the required training? Can I complete the entire course and internship at this institution in Russia? What is the licensing route available to a foreign graduate? What records of clinical training and internship will I receive?

Request an itemised current contract covering tuition, dormitory, insurance and any separate training charges, plus refund conditions. We do not publish an unverified ‘all-in’ MBBS price or an NMC-approved university list. A scholarship place, if available, would not waive professional licensing requirements.

After those checks, plan your student visa, accommodation, migration registration, medical check and lawful access to money. Use the linked Practical guides and First 90 days checklist. Do not confuse the migration medical check with your medical degree’s clinical training or internship.
