Who can get RVPO

RVPO is a stamp in your passport: you live in Russia as a temporarily residing foreigner, not a temporarily staying one. It is available only to full-time students of state universities and state research organisations, in accredited bachelor’s, specialist, master’s, residency and assistantship programmes, and in postgraduate study (115-FZ, art. 6.2). Colleges, preparatory faculties, private universities (even accredited ones) and part-time forms do not qualify.

RVPO is issued for the length of your programme plus 180 days. A transfer to another state university, or a switch to another eligible programme, keeps it — but you must give the issuing MVD office proof of enrolment within 30 days of the transfer order, or it is cancelled. Some university sites say part-time students qualify; the law says full-time only. The law does not state directly whether RVPO survives academic leave; ask the international office and the MVD in writing first.

What changes compared with a study visa

You receive a multiple-entry visa for temporary residents for the full RVPO term and stop renewing the study visa. There is no annual residence notification or income proof. The medical examination is done once, at application; the annual repeat applies to temporarily staying foreigners — this follows from the structure of the law, and we found no separate MVD explanation. No Russian-language or history exam and no quota apply.

Temporary residents are insured under compulsory health insurance (OMS, 326-FZ art. 10), so you can get a free state clinic policy, usually for the RVPO term; insurers typically ask for the passport with translation, the stamp and SNILS. You may work without a patent, but only in the region that issued your RVPO. After graduation you can apply for a residence permit (VNZh) without a regular RVP, within three years, including during the 180-day tail, without leaving Russia.

Documents, fee and waiting time

The procedure is set by MVD Order No. 949. University checklists typically include: application in two copies; passport with notarised Russian translation of all pages made in Russia; migration card; registration notice; enrolment order, study certificate, copies of licence and accreditation; tuition contract or Ministry referral for quota students; two 35×45 mm photos; medical certificates; fee receipt; and a criminal-record certificate for those who entered on a visa (from the country of citizenship, no older than three months, translated in Russia). Photo counts vary between universities.

The state fee is 8,000 roubles from 26 July 2026 (Tax Code art. 333.28). Many university sites still show the old 1,600 roubles. Apply in the region where you study, in person or via Gosuslugi. In Moscow: book on mc.mos.ru, upload documents, then submit in person at the Sakharovo migration centre, where the stamp is also collected. In St Petersburg: the RVP/VNZh office of the regional MVD migration department or a district office. By law the decision takes up to two months; universities cite 38 working days.

How RVPO is lost

RVPO is cancelled if you spend more than six months abroad in total in a calendar year (exceptions: emergency treatment, serious illness, death of a close relative abroad, official necessity). The law says “six months”, not “180 days” — count with a margin and keep evidence. Switching to part-time study or leaving the programme early also cancels it. The university reports expulsion to the MVD within three working days; after cancellation you must leave within 15 days of the notice, which may arrive through Gosuslugi, or face deportation.

After the stamp, migration registration remains mandatory and must be redone; universities such as HSE ask for this within seven working days, some even faster. A rented flat is fine: the owner files the registration notice.

“RVPO is worth it if you study full-time at a state university and plan to stay in Russia after graduation or work while studying. It saves years on the way to a residence permit and ends the yearly visa run-around. If you came for one year, study at a private university or prep faculty, or spend long periods at home, you don’t need it.” — Vlad, TwoNations

Common questions from foreign students

Can I travel home while the application is pending?

The law does not forbid it, but the stamp is placed only in person and your entry visa must allow you back. It is safer to wait or check that your study visa is multiple-entry and valid.

The dean’s office is late with my papers and the 30-day transfer deadline is running out.

The 30 days run from the transfer order and are not extended by law. Ask the new university for an extract of the enrolment order right away and submit it without waiting for the full set.

What if I switch from full-time to part-time study?

RVPO is cancelled and you must leave within 15 days of the notice. Arrange another legal status first.
